AB 9 (Ammiano): Bullying
CCY Position: Support

Description: This law is aimed to adequately protect those who are victims of bullying. This law will do this by requiring schools to establish policies aimed at prevention; train school personnel how to adequately and effectively respond to bullying; and to make resources available to the victims and their families.

AB 499 (Atkins): Minors Consent to Medical Care
CCY Position: Support

Description: This bill will allow minors 12 years of age an older to consent to medical care in the prevention of sexually transmitted diseases. This will enable minors to obtain vaccines for the prevention of diseases such as HPV and Hepatitis B.

AB 887 (Atkins): Definition of Gender
CCY Position: Support

Description: Because current non-discrimination laws are often vague and hard to understand AB 887 will enumerate them into clear and explicit language. The goal is to give clear guidelines for employers, housing authorities, and others on how these laws are implemented. It also specifies that gender identity and expression are included in definition of gender and sex.

AB 1111 (Fletcher): Freezing Fines for Homeless Youth
CCY Position: Support

Description: This bill will prohibit the courts from garnishing wages or levying a bank account to collect fines for a person who has been issued a citation for “truancy, loitering, curfew violations, or illegal lodging” from a person under the age of 25 that the court has found to be homeless or without a permanent address. These fines are frozen until said person is 25 or has been found by the courts to no longer be homeless.

AB 1432 (Mitchell): Missing Children
CCY Position: Watch

Description: This bill will make it a felony for a parent or guardian to not notify law enforcement of the death or disappearance of a child under the age of 14 within 24 hours if the circumstances around the death indicated a crime had been committed or that there is danger to that child.

Status: In Senate Public Safety Committee.

SB 9 (Yee): Sentencing of Minors
CCY Position: Support

Description: This bill will allow those prisoners who were sentenced to life without parole and who committed their crimes under the age of 18 to petition to be resentenced. To petition the prisoner must have already served 10 years. The resentencing can only be dropped to a minimum of 25 years to life. To petition inmates are required to have displayed remorse and progress toward rehabilitation. Those who will be prohibited from petitioning will be those who tortured their victims and those whose victim was a public safety officer.

Status: On the Assembly Floor.

SB 119 (Lowenthal): Emergency Youth Shelter Regulations
CCY Position: Support/Sponsor

Description: This bill will require the Department of Social Services to adopt regulations for emergency shelters for youth ages 12-18. In adopting these regulations it is the intent of the bill writers to make services more available to youth and keep them off of the streets. Shelters currently operating will be immediately able to obtain a waiver to operate under until the bill is in effect. Those operating under a group home licensure will be able to apply for immediate transfer.

Status: Two year bill.

SCR 55 (Liu): Runaway and Homeless Youth Month
CCY Position: Support

Description: This measure would designate November to be Runaway and Homeless Youth Month in the State of California. Its goal is to encourage everyone in the community to take action and support the estimated 200,000 runaway and homeless youth in California.

Status: In assembly. Held at desk.
